Dear School Leaders,


One of the first commitments that I made as the Superintendent was to review current office structure, alignment, and capacity in order to more effectively and efficiently support schools, and better position the District to achieve the Board’s Goals and Guardrails. This past Friday, in a continued effort to honor that commitment, I announced nine central office leadership appointments – the largest personnel update of my tenure. While you can read the entire update here, below are the central office appointments:

  • Kaylan Connally – Chief of Talent
  • Kimberly Newman – Associate Superintendent of School Performance for Elementary I
  • Hilderbrand Pelzer III – Associate Superintendent of School Performance for Elementary II
  • Dr. Alphonso Evans – Assistant Superintendent of School Performance
  • Mark Vitvitsky – Assistant Superintendent of School Performance
  • Dr. Timothy Jones – Assistant Superintendent of School Performance
  • Donna Ragsdale – Assistant Superintendent of School Performance
  • Timothy McKenna – Assistant Superintendent of Post-Secondary Readiness

In addition to these appointments, we also named Katiedra Argro as the principal of the Philadelphia High School for Girls, and Brian Wallace as the principal of Parkway Center City Middle College High School. The following interim principals were made permanent:

  • Lawrence King – Paul Robeson High School

I cannot understate my excitement about this group of leaders. Each of them brings proven experience, strong leadership, and a deep commitment to student success to their roles. I am confident that this is the right group to join the rest of the incredible leadership team to help us to prepare students to imagine and realize any future they desire, in our continued pursuit of becoming the fastest improving large, urban school district in the country. Please take the time to congratulate each one of them when you can.


Finally, as we finish this last week of the school year on a high note, I want to thank each of you once again for your hard and strategic work. I hope you will take full advantage of the summer months to rest and refresh, and come back ready for a successful 2024-205 school year!

Thank you to all school teams for your work in creating student homeroom assignments for SY25. The final step in the elementary scheduling process is to copy homeroom rosters to courses. This process creates gradebooks for teachers. This work should be completed in Infinite Campus by 6/12/24.

2023-2024 School Year Transition Checklist Completion

The 2023-2024 School Year Transition Checklist was posted in Google Classroom on Thursday, May 9, 2024. . There will be an ongoing review of the checklists by the Assistant Superintendents and Associate Superintendents. Principals may work directly with their Assistant Superintendents and/or Central Office Departments for support. Please note only the assigned staff member in Google Classroom (principal or designee) has access to update the checklist and only the assigned person is permitted to update the document per Google Classroom guidelines.

School Selection for SY25-26 Enrollment Update

Thank you for your continued support of our school selection process. Students and families appreciate you and your staff’s support and guidance. As we continue to update the process and system based on feedback we received from across the District, we are excited to share an update and next steps with you.

Term 4 Grading Window Opens May 23rd

The grading window for Term 4 will close on Tuesday, June, 11th for K-11 at 5 pm. Teachers have until that time to make sure they have posted their grades. The window will not reopen for teachers, so if they do not enter by the deadline, it will be the responsibility of the administration to enter missing grades. After the window closes for teachers, you will have one day for administrative review.

School Leader Feedback on Operations Convention

As we prepare for the new school year that includes comprehensive leadership development, we will also build capacity regarding organizational school-based leadership centered on policies, operational systems and processes. The Operations Convention “Ops Con” is dedicated optional time in August when school leaders will have the opportunity to engage in professional learning on organizational topics. School leaders will be able to incorporate the learnings into practice with a common language grounded in Systems Leadership. In collaboration with the Office of Professional Learning, optional 60-minute virtual sessions will be offered during Reorganization Week, August 7th to 16th.


ACTION: We are seeking school leader feedback on Ops Con session topics that would be most helpful to you as you plan for the start to the school year. We‘re asking all schools to complete this survey by June 14, 2024 to share your input HERE.

Math Leader Updates

This week, we are excited to share that the first units of the 24-25 pacing guides are linked on the homepage of the Math Website (https://sites.google.com/philasd.org/mathcurriculum/mathematics-k-12) (tinyurl.com/sdpmath2425). While we are still providing day-by-day guidance for IM, we took the feedback we received and improved the usability and content of the guides. From you all, we often heard about pacing issues. In response, we added targeted “Flex Days” to allow teachers to respond to student learning in addition to prioritizing certain content. If you'd like to be “walked through” the updates, watch the video linked for each grade band as that will give you a solid understanding of how to use the pacing guides to support implementation of IM next year. You could also share them with math teachers during school PD/PLC time this last week.

Teachers are invited to join the Math Team for a 1-day Summer Institute on June 18th. In K-5 participants will focus on best practices to plan for and implement Centers. In 6-12, participants will reflect on lessons learned from this year to support planning for next year. Juneteenth: Freedom, Justice and Joy

June 19, 2024 will mark the annual honoring of Juneteenth as a federal holiday. In October 2023, The School District of Philadelphia created an interactive resource and activity guide for teachers to engage their students in activities focused on learning about Juneteenth. This interactive activity guide, titled, Juneteenth: Freedom, Justice, and Joy has been created to engage K-12 District students in various rigorous, inclusive, meaningful, and engaging activities focused on the ideals of Juneteenth. Please use this interactive activity resource guide to enhance activities around Juneteenth in the classroom. As you engage in and create these activities, please use the included link to share any completed projects.

Reminder: Kindergarten Family Interviews for SY24-25

During the first five days of the school year, the afternoon portion of each half-day is for Kindergarten teachers to conduct Family Interviews. Kindergarten teachers will additionally have up to 8 hours of compensated time, between August 26 and September 30, 2024, to complete their Family Interviews. Teachers must submit documentation of this time, using the provided form, to their principals by October 1, 2024.

The last day to take the Philly School Experience Surveys is Friday, June 14!

Thank you school leaders for your work to finish the survey window strong! As of the end of last week, our District response rates were more than 23% for parents, more than 65% for students and teachers, and nearly 40% for support staff!


The final day to take the surveys is June 14. As a reminder, here is how each stakeholder group can take the survey:

  • Students in grades 3-12 can access the survey in their student portal. Remember that the PSES is combined with the Student Well-Being Survey Window 3. A stepper on how students can access the combined survey is HERE.
  • School-based staff can take the survey using the tile called “2023-24 Philly School Experience Survey” in their employee portal. A list of eligible staff is HERE.
  • Parents and guardians can take the survey online at this link: philasd.org/parentsurvey. Each household should complete the survey one time for your school. Parents do not need to enter an ID number.


Track your progress! Our public Response Rate Tracker and our internal Qlik Tracker both update daily. The original parent tracker spreadsheet remains available and now displays how many paper surveys Scantron has received from your school.


Reminder: In order to be able to view and use 2023-24 survey results for your school, you must meet the minimum response rate thresholds of 10% for parents/guardians and 25% for students, teachers, and support staff. As of the end of last week, a total of 134 District & Alternative schools had met the minimum thresholds in all categories—great work!!

  • If you have not yet reached your school’s parent/guardian response rate goals for this year, IT’S NOT TOO LATE! Our PSES website contains many helpful tools for family outreach, including the PSES resource packet which has:
  • Suggested email message templates that you can use as a starting point for your own reminders to families.
  • A link to the flyer template if you want to customize it with your school name or contact info, or list the specific ways your school uses the survey, etc.
  • All completed paper Scantron surveys must be put in the mail by June 17. Surveys can be mailed back in the individual prepaid reply envelopes, or if any surveys have been returned to school they can be mailed together in the large Tyvek envelope that was included in your survey shipment.

QlikBAM: School Advisory Council Meetings app refreshed with mid-year data for 2023-24

The QlikBAM School Advisory Council Meetings app, in the Family Engagement stream, has been refreshed with the FACE mid-year meeting snapshot for SY 2023-24. The data reflects the School Advisory Council (SAC) meeting documentation the Office of Family and Community Engagement (FACE) has on file through February. The app is scheduled to refresh twice a year (mid-year and end-of-year). If you believe there are errors in your school's SAC data on the QlikBAM dashboard or have questions about SAC, please email sac@philasd.org.

High School Principals: Senior Exit Survey is open; counselors receiving completion reports

The Senior Exit Survey is available in all 12th grade students' portals, and takes less than 10 minutes to complete. See here for a stepper. It is mandatory that we offer students the opportunity to complete the survey in their senior year. While the Senior Exit Survey team encourages seniors to take the survey, each senior has the right to decline to participate. School counselors have received instructions and have access to google sheets showing which students have already completed the survey, to support follow-up. Students can take the survey even if they are not sure whether they are graduating, or if they plan to graduate later in the summer. The survey will remain open to students until July 31, but the best chance of getting them to take the survey is before graduation.

QlikBAM: Dropouts Monitoring app refreshed with data through May

This week, the QlikBAM Dropouts Monitoring app in the Enrollment and Projections stream will refresh with data through the end of May. The application provides a monthly and cumulative summary of enrollment records for SY2023-24 that ended in a dropout exit code (WD01 or WD09). The data in the app refreshes monthly, about the 8th of each month, to reflect student exit records for the whole school year through the end of the prior month. We know that student exit dates and exit codes are applied/updated retroactively; each time the data in the app is refreshed it will capture the data for the current school year, including any changes made since the prior refresh date. Note: Data for prior school years are frozen.

This is a reminder that in order to provide training on the new functionality we are requesting that you identify up to two teachers to lead school-based training on the new features and functions of SMART Boards. There will be 2 grading windows for Term 4, one for K-11 and another for 12th Grade. The grading window for all students will open on May 23. The grading window for Term 4 will close on Wednesday, June 5th for SENIORS and Tuesday, June, 11th for K-11. We will be holding optional SIS Grade Book End-of-Term Processes Office Hours for Principals, APs, and Schedulers to support with end-of-term grading procedures. Teachers will be offered separate sessions.

24-’25 SDP Grow Your Own Programs: Seeking Mentor Principals/Schools

As the Office of Professional Learning continues the mission of providing aspiring leaders transformational learning experiences that support their growth, retention, and career advancement, we are excited to extend an invitation to partner with us in hosting and mentoring aspiring leaders from our Grow Your Own Programs (GYO). These programs include the following: Principal Residency Program, Aspiring Principals’ Academy, Intensive Leadership Development (Pilot) Program, Pathway to Leadership, teacher leadership and other GYO programming.


Our Grow Your Own Programs aim to identify, nurture, and support individuals who demonstrate the potential for leadership roles in the District. These programs provide participants with valuable training, mentorship, and hands-on experience to prepare them for future leadership positions.

Equity PD Pathways Summer Working Groups (Optional)


The Office of Professional Learning would like to invite you to optional collaboration opportunities to help shape the goals and direction of our Equity PD Pathways for School Leaders for SY2024-2025! There are 1-2 virtual summer working group meetings scheduled for each of our Equity PD Pathways, where participants will weigh in on what this PD pathway should look like in the upcoming year. This input will inform how the PD pathways are rolled out at August Leadership Convening. APs will be paid for their participation in these meetings.

Tier 1 Math and ELA Curriculum Resources for Special Education

The Office of Curriculum and Instruction (OCI) has purchased Illustrative Math and EL Education materials for all students based on enrollment numbers. The Office of Special Education and Diverse Learners is working to ensure that Special Education Teachers (AS, ES, LS, ILS) have access to Tier 1 Core instructional materials, in order to provide access to students with disabilities. Core Instructional Resources Leads (CIRL’s) will need to verify the number of Special Education teachers as well as student enrollment to ensure students in supplemental and full-time classes have access to Tier 1 materials. CIRLs can request additional resources from the Office of Curriculum and Instruction.


ACTION: Please confirm with your CIRL that you accounted for all special education students and Special Education Teachers (AS, ES, LS, ILS) when submitting your request for core curriculum materials.

A T-IV is now available for school-based facilitators for Supportive Environments facilitators for the 2024-25 school year. This position is to be hired by the principal in order to facilitate professional development for school staff throughout the year on topics like relationships; equity; student behavior; social-emotional learning; trauma; mental and behavioral health; and restorative practices. Student Well-Being Survey Window 3

The third window for the SY 23 -24 Student Well-Being Survey/ PSES is underway!


For more information on the PSES, visit philasd.org/pses. Students can access the student well-being survey any time throughout the survey window. A stepper on how students can access the surveys is HERE. Please access the Student Well-being Survey Information Sheet for more information. This survey window will close on June 14th!

Supplemental Social and Emotional Learning Programming Vendor Guide

Social and Emotional learning and development is a critical aspect of creating a positive and supportive learning environment for students. Research indicates that strong school-wide core programming improves attendance, reduces risk of dropout, and results in fewer students who require MTSS Tier 2 and 3 interventions.


School-wide core programming (Tier 1) refers to the universal, core practices and programming that schools use to:

1. support all students in accessing grade-level instruction using appropriate differentiated practices;

2. establish trauma-informed safe and welcoming school climates that support social and emotional learning; and 3. ensure all students are healthy enough to learn and thrive. Strategic and integrated social and emotional learning that is a key component in all Tier I climate programming.


The Office of School Climate and Culture has approved the following vendors here to provide optional, supplemental SEL programming that fulfill needs not currently addressed by schools’ Tier I climate framework/programing.


*Please Note: 19 vendors were approved by the Board in April 2024. As vendors meet the minimum SDP requirements, we will add their information to this document.

SY 23/24 On-Line Registration Close Date

Online registrations (OLRs) for the 23/24 SY will close on Thursday, June 6, 2024, in alignment with the final day for the 12th grade term. Beginning Friday, June 7th, school secretaries will need to manually enter all new enrollments in Infinite Campus (SIS) for the current school year for grades kindergarten through 11th, by using the EH-40 process. OLRs for the 24/25 SY will remain open and must be processed by school secretaries.


All paper applications for grades K-12 for the 24/25 SY must be entered into the SIS by June 12, 2024. All OLRs received by June 13, 2024 must be processed by the school secretary and placed in “complete” status in SIS by June 14, 2024.


OLRs submitted between June 13 and August 1, 2024 will be processed by the Office of Student Enrollment and Placement (OSEP). All OLRs submitted after August 1st must be processed by the school secretary upon their return to the building.

Student Enrollment and Registration Updates

School Selection New Enrollments: For all enrollments that were made through the District’s School Selection Process, this procedure outlines the steps that should be taken by schools to complete the enrollment process for students who accepted offers for placement.

This summer, the Office of School Climate & Culture will provide: 1) planning support related to the SEL/Climate approaches identified in school plans; and 2) limited compensation for 10-month staff to engage in these planning activities. End-of-Year Multiple Measures Summary Release Deadline - June 14

End-of-Year Multiple Measure Summary (MMS) reports are available to be released for Teachers, NTPEs, Assistant Principals, and Early Childhood Field Coordinators. Please release all MMS in your caseload by Friday, June 14th. Below is a stepper for releasing MMS reports. Note: If an MMS report is not released before the deadline, the individual will inadvertently receive a blank MMS report and not know their effectiveness rating for the 2023-2024 school year.

Due to Cornerstone sunsetting at the end of this school year, we cannot grant any extensions for evaluation tasks. Please plan accordingly to complete your tasks before the window closes. Moreover, as we transition to our new system - PowerSchool - we will be in "dark mode" over the summer. Feel free to download your desired evaluations from Cornerstone so you can have access to them throughout this undefined period of time; here is a stepper.

District-Wide Instructional Hiring Event

The Recruitment and Selection team invites School Leaders to join us for a large district-wide instructional hiring event on Friday, June 21, 2024 from 10:00AM to 12:00 PM at the Administration Building at 440 N. Broad Street. We will invite teachers to attend to connect directly with school teams.


We highly recommend that you use this opportunity to schedule interviews for qualified candidates with your site selection teams. We will have tables in the atrium and auditorium, and we are expecting a large number of candidates and schools to attend. We may need to share tables so we kindly ask that you limit the number of representatives from your school to two people.
